an bill working its way through Congress to do an actual count of rural broadband subscribers.Currently the FCC uses the one user in a zip code method which counts an entire zip code as served if one person in the zip code is server.

The National Journal is reporting that the FCC is close to making a proposal on revamping the Universal Service Fund. Some of the discussion mentioned in the article involves the use of the fund for deploying broadband in underserved areas.

On October 2nd, I attended the launch of Redwood Coast Connect a project whose ultimate goal is to provide broadband access to everyone in the four county area including Mendocino, Humboldt, Del Norte, and Trinity counties. The project has received $500,000 in funding from the California Emerging Technology Fund and the Humboldt Area Foundation. I'm encouraging everyone in the four county area to participate in the study of broadband in the four county area.
